Step-By-Step Instructions:
- Cook corn according to package directions.
- In a small saucepan, heat oil; add garlic and saute until brown.
- Remove from heat and cool; strain and reserve oil; discard garlic.
- In a large bowl, combine reserved oil, vinegar, mustard, pepper, and sugar. Add 1/2 teaspoon salt, if desired.
- Combine oil mixture with corn, sirloin, potatoes, green onions, carrots, and both kinds of peppers. Mix well, cover, and chill.
- Serve in a bowl lined with salad greens.
